as比较用法疑问

Carbon prices could go up as dramatically as when the Arab embargo drove up the price of oil in 1973.

老师好，请问这个句子as...as是不是用错了？我查了查碳排放交易，发现上世纪90年代才出现这个概念，那么这个比较句补充出来的as it went up…是不是有问题？而且这个when从句我觉得语义上也别扭，似乎去掉when才是作者要表达的……

网友的质疑是有道理的。as从句删去when, 才是作者本来想表达的意思。用when是错误的。
