这里的saying 应该不是修饰suggestion的吧，句中suggestion 是建议的意思，不然应该写成saying he （should）want，我感觉应该也不是修饰逗号前成分的。 saying 是这个“人”做出过动作吗？或者理解成这个句子可以这么写:

The former chancellor rejected this suggestion in a tweet . He said he wanted to deliver. ..？ 

即把两个主语相同的句子融在一起，后半句的主语省略，谓语变doing？ 不知道我想的对不对。 我已经见过不少逗号后面用doing的情况了，而且它们好像也不是定语从句。
