1) It is (high) time that somebody did something.
2) It is (high) time that somebody should do something.
3) It is (high) time that somebody do something.
Are they all correct?

（加拿大）：The second is definitely wrong, but I've certainly heard the first used. Although 3) may be 'correct' (I've not heard it in this use), the subjunctive is a bit of an endangered species in English.

（英国）：I would always choose (1).

另外，Do we say: it is high time to do something?

I happily say "It's time to go" etc, using the to-infinitive. But I don't think I would say "it's high time to go": I think, for me, it would always be a past indicative after "it's high time" - "it's high time I went" or "it's high time I was going".
