刘老师的分析很有道理。但我觉得the more...the more...结构是否可以省略主句，这很值得怀疑。我认为这个句子需要改进。方法有二。

第一个就是按照刘老师所说的，在后面补上the more significant...主句：

Clearly, there are significant road blocks to instituting to such practices, especially the more deeply these practices infiltrate the organizational structures of schools，the more significant road blocks there will be.

但这种改动后，整个句子有重复之嫌。且存在逗号连接句子的问题。

第二种改进为去掉比较级，especially后接when从句：

Clearly, there are significant road blocks to instituting to such practices, especially when these practices deeply infiltrate the organizational structures of schools.
