虚拟语气(名词从句)

今天在语法书上看到关于that的名词从句的虚拟语气,有个例句我不能理解: 

It is strange that he should not come here. 

翻译是:他竟然没来,这真是太奇怪了。 

很明显,这是在描述一个客观事实。我不懂它和虚拟语气有什么关系。 

我觉得,甚至完全可以改成 It is strange that he didnt come here/ It is strange that he hasn't come here yet. 当然,我知道书上这个句子肯定没问题。但是我不能理解它和虚拟(非事实)之间的关系。望老师指点。

By the way Mr Kenyon does not come. It is strange that he should not come: —when he told me that he would not see me ‘for a week or a fortnight,’ he meant it, I suppose.

用should,重心在那he上,他(可能是主观上)居然如何如何

不用should的句子,客观情况。
