虚拟语气（名词从句）
今天在语法书上看到关于that的名词从句的虚拟语气，有个例句我不能理解:
It is strange that he should not come here.
翻译是:他竟然没来，这真是太奇怪了。
很明显，这是在描述一个客观事实。我不懂它和虚拟语气有什么关系。
我觉得，甚至完全可以改成 It is strange that he didnt come here/ It is strange that he hasn't come here yet. 当然，我知道书上这个句子肯定没问题。但是我不能理解它和虚拟（非事实）之间的关系。望老师指点。

By the way Mr Kenyon does not come. It is strange that he should not come: —when he told me that he would not see me ‘for a week or a fortnight,’ he meant it, I suppose.

用should，重心在那he上，他(可能是主观上)居然如何如何
不用should的句子，客观情况。
