otherwise的基本意思为：如果不是前面提及的那件事的话，原本……

没有固定的译法。你必须根据上下文语境，结合汉语习惯作适当的处理。

otherwise根本的含义还是“否则”，即“如果不是这样...那么”、“换成其它的方式...那么”
