A： R are likely to end what are long-standing exemptions permitting pilots at small carries to fly [ as much as 20 percent more hours] per month than pilots at larger airlines fly.

B：R are likely to end what are long-standing exemptions permitting pilots at small carries to fly [ as many as 20 percent more hours] per month than pilots at larger airlines fly.

A我以为as much as 修饰20percent 所以认为A是对的，但是答案是B 想问下为什么呢？要如何判断类似这种as much as /as many as 结构的修饰是否对呢？另外as much as 和as many as 两个有什么区别呢？

many 修饰可数，much修饰不可数，这是基本的规则

有时因为名词含义的变化，会导致两者“似乎”可以修饰同一名词的现象：

many potatoes； much potato 但前者指土豆的个数，后者指土豆的物质

至于你的问题，可以换个角度

20 % of the workers；20 % of water； more than 25 percent

它们后面是加单数谓语，还是加复数谓语？

至于 as…as本身是附加性的，你把它“脱去”就行了

10% students： as many as 10% students

10% water：as much as 10% water

不管你的“量”怎么变，1%，2%，... 20%

一旦它与后面的中心词连在一块，是单数还是复数，也就由后面的中心词决定了。

不可能可数的学生，会变成了不可数的“学生的量”。

1.as many as+数词+“个体”复数名词。例如：

The great fire burned down as many as 20 buildings. 那场大火烧毁的建筑物达20栋之多。

As many as 15 people were killed in the school shooting. 在这次校园枪击案中的死亡人数多达15人。

2.as much as +数词+“单位”复数名词。例如：

The huge stone weighs as much as 15 tons. 这块巨石重达15吨。

He was paid as much as 100 pounds for a single appearance. 他一次出场就被付给一百英镑之多。
