二个 it 都指代this debate，语法不允许你将第二个it 理解为其它。除非说话人本来就用错了人称代词。

使用代词指代，除了避免重复名词外，还有一个重要的作用就是起了句子间、词组间的连接纽带作用。所以写作中要正确使用代词，代词与先行词之间的关系必须明确，避免读者误读。在阅读时，则应该正确解读代词的指代或替代，即能够辨别出先行词为何。

你说话也是一样，不太可能会用一个词去指代文章中1000公里之外的东西

所以2 个 it 都指前面的 this debate

... 为什么会有这个争论，以及如何去解决这个争论....

debate 既可以是 argument 也可以是 conflict.
