二个句子均用一般现在时。第一句中的this afternoon并不是修饰is expected的，而是storm的分隔式定语。对应的主动语态句子为: We expect a storm this afternoon. 等于 We believe a storm will come this afternoon.。第二句中this afternoon修饰不定式to arriive.

expect这里是词义是“预计(会有)”的含义

既然是预计，逻辑上自然是现在预计，而不是等到了下午再预计

两个题目答案自然都选A
