表语中的非谓语动词形式的决定性因素

What I will do is buy a flower.

What I will do is leave here.

What I will do is go to school.

What I will do is to chat with her.

请问，到底是什么决定这两种形式的非谓语动词“do”和“to do”?

不定式作表语，当主语部分含有实意动词do时，不定式的to通常省略。但不省略也不为错。
