The closest he has come

网友要理解这个结构，必须要首先建立一个概念，即关系分句可以修饰形容词或副词最高级。例如下面二个句子中的that从句：

这二个句子中，形容词和副词最高级被that引导的限制性关系分句所修饰。

He came close to apoligizing. 他接近于道歉。come在此为系词，close （to sth) 为形容词短语作表语。come close: 接近于，近似于。close改为最高级，the closest，to apologiziig省略，用作句首，后接限制性关系分句修饰，则得到the closest (that) he has come即为一个形容词最高级作表语，has been为系词，to express the sort of regret you might feel “if a puppy comes under the wheel” of a car.为不定式短语作主语。这是一个完全倒装句。为了突出主语，也为了避免头重脚轻，不定式短语后移至句末，表语移至句首。如果恢复正常语序，句子则为：

To express the sort of regret you might feel “if a puppy comes under the wheel” of a car 主语 has been 系词 the closest (to apologizing) (that) he has come. 表语

you might feel “if a puppy comes under the wheel” of a car为定语从句修饰a sort of regret，省略了作宾语的关系代词that。

a sort of regret (that) you might feel “if a puppy comes under the wheel” of a car. 一只小狗来到车轮下（被车碾死）时你可能感受到的那种遗憾。（暗示小狗被碾死的责任在于小狗自己）。说话人用这个定语从句表示印度总理莫迪对印巴冲突导致1000多人死亡的表示出的遗憾好像责任在那些死去的人，而不在印度政府。
