动名词的否定式not应放在什么地方

薄冰教授《英语用法问答1144例》P528关于动名词有这样一道题：

His being not able to come 并不错。

有读者问一道选择题：

He apologized for _______.

A.his being not able to come B.his being able not to come.

读者觉得A,B 都不对，应该是his not being able to come

薄冰教授认为 his being not able to come 和 his not being able to come 都对。

动名词的否定形式应该是在DOING之前，我觉得A不对, 薄冰教授的讲法有根据吗？

薄冰教授的说法是否有根据，我们不得而知，但his being not able to come的表达很罕见，建议不要模仿。请看词典例句：

Not being able to speak the language made me feel strange.由于不会说那种语言,我感到很不自在。《现代英汉综合大词典》
