namely 是插入语，前后加逗号属正常。但其他两个逗号应去掉。
setting, and enforcing, rules with respect to contracts and property right，应为：
setting and enforcing rules with respect to contracts and property right.
红色部分为动名词短语（制定和执行规则），是one critical respect（一个关键方面）的同位语。
take on （呈现出）new importance （新的重要性）
