本句用wasn't he supposed to be here否定问句表示可能的陈述意义,即等于说 He should be here by now. 他不是应该到了吗?他本该现在到这里的。不用isn't 而用wasn't 为过去形式的委婉用法。就好比不用Will you like a cup of tea? 而说 Would you like a cup of tea?
向别人借笔用,不说Can I use your pen? 而说Could I use your pen, please?

by now 在很多情况下,表示过去时间,类似于before now。用一般过去时是常态。例如:
