whether...or...用法疑问

我一直以为whether作conj无论的时候后面要是完整的句子，但是有的时候讲不通：

句子一：Poor farmers, whether owners or tenants, will be worst affected.

句子二：They have undergone treatment, whether in the camps or at clinics.

我考虑这种用法是不是和both and,neither nor,either or一样，whether只是起强调作用的连词，只有or发挥作用？

网友的问题，属于状语从句中省略成分。

在某些状语从句中，当其主语跟主句的主语一致，而且含有be 动词时，可以把主语（一般是代词充当）以及be 动词一起省略。旨在使句子更加简洁和生动。

这个规则必须满足3个条件：（1）限于某些状语从句（2）主、从句的主语必须一致（3）有be动词，这个be动词可以是系动词，可以是进行时态的be，也可以是被动语态的be。例如：

Mary often helped her classmates when (she was) free. （was 是系动词）

While (you were) walking the dog, you were careless. （were 是进行时的助动词）

John won't come to your party unless (he is) invited. （is 是被动语态的助动词）

关于在让步状语从句中，省略“主语 + be”：

Air, whether （it is）in the gaseous or liquid state, is a fluid. 空气，无论是气态的还是液态的，都是一种流体。

Poor farmers, whether （they are） owners or tenants, will be worst affected.

They have undergone treatment, whether （they are）in the camps or at clinics.

Though (he is) a young man, he has made several inventions. 虽然还是个年轻人，他已经有好几项发明了。

He is a good man，though sometimes (he is) rather dull. 他是个好人，尽管有时相当无聊。

Even if (I am) invited to，I won't go to such a bad lecture. 即使邀请我去，我也不参加如此糟糕的讲座。

参考译文：无论贫穷的农民是业主还是租户，都将会受到最严重的影响。

(2)They have undergone treatment, whether（they are省略） in the camps or at clinics.

参考译文：无论他们是在营地还是在诊所，他们都已经接受了治疗。

whether...or..为连词引导让步状语从句，无论是A还是B，这是连词体现出来语义或者是意思。从属连词，虽然不作句子成分，但是他们都有意思。
