technologies being developed 现在分词被动语态作定语。表示这些技术正在被开发。既是被动的，也是同时的（没有完成的）。
如果用过去分词作定语，则表示已经开发完成的技术the developed technologies.
如果用不定式被动语态作定语，则表示还没有开发的、有待于开发的技术：technologies to be developed.
再看下面的例子：
