改正办法：去掉 are。

1. 用作动词，直接说 urge for sth. （渴望要求得到），它比ask for 强烈。如：

The citizens urge for the construction of a new hospital.

市民们强烈要求建造一个新医院。

2. 用作名词，可以说：have an urge for sth. 比动词用法啰嗦一些。接不定式也可以 have an urge to do sth. 但跟原句相差太大了。
