这是一个由and连接的并列句。第一分句中it为形式主语，that引导主语从句外置（真正主语）。第二分句的主语a need 后接介词短语for...effor作定语，其中effort本身又被不定式to halt...作定语修饰。

that引导主语从句，不能说整个主语从句部分引导主语从句。

不定式作定语永远是后置定语，所以没必要再用后置二字。
