这个句子是简单句,而不是并列句。a project estimated to cost about $23 billion.是一个名词词组,中心词是project,过去分词短语estimated to cost...是project的定语。其中不定式短语是过去分词的主语补足语。整个名词词组是a border wall的同位语。

Something is estimated to cost 100 dollars. 不定式是被动句中的主语补足语。
