本句的 without a coat on，看作条件状语为好。

因为You must be chilly 是个“推测句、判断句”，需要一个相应的“条件”作为前提。

又如：

Without the network on, no information could be gained from Internet. 如果网络不通，就不可能从因特网上得到任何信息。

众所周知，英语中有“with复合结构”，但还有一种是“without复合结构”。后者比前者使用的几率相对较少。一般语法书和文章大多论及“with复合结构”，很少讨论“without复合结构”，或者避而不谈。但是，该现象在语言中确实存在着。因此对这个问题我们不能忽视。

介词without 跟with 一样，都可以带“宾语+宾补”构成复合结构，宾补可由现在分词（短语）、过去分词（短语）、不定式（短语）、形容词（短语）、副词或介词短语充当。

“without复合结构”在句中主要作状语，表示时间、原因、条件、方式、结果以及伴随情况等，也可用作定语或宾补。

一、without +宾语+现在分词

四、without +宾语+介词短语 

He seemed to be very active without anyone in the presence of him. 无人在他面前时他显得很活跃。

五、without +宾语+副词

In the tale “The New Clothes of the Emperor” the Emperor walked in the procession without anything on. 在童话故事“皇帝的新装”中，皇帝走在队列中，身上一丝不挂。

六、without +宾语+形容词 

The girl became less nervous without so many people present. 没有很多人在场，这女孩变得不那么紧张。
