百分数和分数的修饰与词性问题

这里的up to和more than都可以看做副词修饰，那么96%和two-thirds这里看做代词还是百分数和分数？

数词包含“基数、序数、百分数、小数”等。数词具有名词特征，可以作句子主语，宾语或表语等，但它们的词性仍然是数词，既不能看作名词，也不能看作代词。所以网友的句子，一个是百分数作主语，一个是分数作主语。我再各举一个例子：

(1)up to +数词高达/多达/达到某一数字

(2)96%和two-thirds都是数词（百分数和分数词），作主语，谓语单复数有介词of后面名词决定。
