这里面的taken是过去分词作后置定语，表示被动含义吗？ 但是为什么不可以填should be taken ？

单个的过去分词作定语，原则放在被修饰词的前面，如果放在后面则是强调这个“动作”。所以本句的taken （采取）被强调。
The safety precautions taken：所采取的安全预防措施。
定语不能改成谓语，不能说should be taken，因为后面还有一个 include，这才是谓语动词！
