当 suggest 不表示“建议”，而是“表明；显示，暗示”之意时，则不用虚拟语气。你问的句子就属这种情况。又如：

在人教版必修5第1单元中，就有这样一个句子：Statistics suggest that more and more full time students are taking up part time work. “统计资料显示，越来越多的全日制学生正在从事一些兼职工作。”

The smile on his face seemed to suggest that he was happy to have lost his life for his country. 他脸上的笑容似乎暗示出他很高兴为自己的祖国献出了生命。

我用一句话，包含suggest 的两个用法：

Her pale face suggested that she was seriously ill, and her parents suggested that she should go to see the doctor. 她苍白的脸色显示她病得很厉害，因此她父母建议她去看医生。（第一个suggested是“显示”，第二个suggested是“建议”）

无独有偶，insist 也有类似用法。当它强调认定一个事实时，其宾语从句也不用虚拟语气；当强调一个主张时，宾语从句才用虚拟语气。例如：

The thief insisted that he had not stolen anything from the supermarket, but the manager insisted that he should be sent to the police station. 小偷坚持说他没有从超市偷任何东西，但超市经理却坚决主张把他送到警察局。

   suggest to sb that 从句结构中，从句一般要用虚拟语气。例如：He suggested to the committee that they should delay making a decision. 他向委员会建议推迟决定时间。（摘自《牛津英语搭配词典》）

    《牛津英语用法指南》第三版570.3节指出：“在 suggest 后面的 that 从句中，如果建议某人该做某事，各种动词形式都可以用。”该书提供的例句中的动词形式有：一般现在时、一般过去时、should + 不带 to 的动词不定式、虚拟语气。
