It takes time and determination to create a new language.

我知道it takes+sb+time+to do sth这个固定搭配。

这句话的takes改成costs对吗？costs有这个搭配吗？

肯定没有。先不说有没有这个句型，就cost 而言，后面根本不可能接time。

cost 接的宾语，要么是 momey 之类的词，要么是“让人失去/损失的东西”。举例如下：

The project cost a lot of money.

这个项目花费了很多钱。

The increase will hurt small business and cost many thousands of jobs.

这种增长会使小企业受损并使成千上万的人失去工作。
