不定式否定形式作目的状语时，为什么不能直接加not?

Let's hurry so as not to be later for the meeting.

老师，不定式的否定形式作目的状语时，不能not to be....;not to do吗，不定式作状语时只有目的状语这样例外吗？

不定式作目的状语时，可以直接在to 之前加not 否定。例如：

She walked lightly not to wake the baby. 她步子很轻，以免惊醒孩子。

Be careful not to fall off the ladder. 当心别从梯子上掉下来。

in order 和 so as 两个词组，用在不定式之前是为了强调目的。肯定、否定均可：in order to （in order not to）；so as to（so as not to）。以上两句也可以强调：

She walked lightly in order (so as) not to wake the baby. 她步子很轻，以免惊醒孩子。

Be careful in order (so as) not to fall off the ladder. 当心别从梯子上掉下来。

不定式的否定式作目的状语时，通常在 not 前面加上 in order 或者 so as 。如：

I'm going to leave now, so as not to be late. 我要走了，免得迟到。（不能说： I'm going to leave now, not to be late.）（摘自《牛津英语用法指南》第三版289.2 ）

(1)否定副词not否定非谓语动词

He decided not to go shopping

(2)否定助动词(didn't doesn't ,don't)否定谓语动词

He didn't decide to go shopping
