没错。rise by + 百分数：意为“增长了百分之...”。
问题中的句子，翻译得也没错：rose by 9.5% a year 年增速达到9.5%。
如果没有a year （= every year）,就直接翻译成“增长了9.5%”，因为后面还有一个every year （每年），所以，就翻译成“（每）年增速（加）9.5%”。
