1. less..than ：比...少；比...程度低

A shower uses less water than a bath. 

淋浴比盆浴用水少。

2. not more...than：不比...多；不比...程度高（隐含“至多一样”）

This book is not more expensive than that one. 

这本书不比那本书贵。（两种可能：1.前者便宜；2.价格一样）

3. not so...as：不如

This book is not so expensive as that one. 

这本书不如那本书贵。（一种可能：前者便宜）

4. at best as...as...  至多一样

At best he can do as much as last year. 

他充其量能做到跟去年一样多。

我认为，以上表达各具特色，意思有细微差别，各自记住即可。没必要学会转换表达。
