arrange sth. for sb. 这个说法，在《柯林斯词典》上有：

VERB 安排；准备If you arrange something for someone, you make it possible for them to have it or to do it.

不过，没必要这样记忆。

只需知道arrange 是及物动词，可以接单宾（指事件）即可。for sb. 表示目的“为了某人”，但不是必具性的，可以不用。

如果死记硬背这个词组 arrange sth. for sb. 实在不必，徒增记忆量。因为就像下面的这些 for sb. 都是可有可无的：

do it for him

write a letter for me

buy a present for her

arrange的词义之一为： to plan or organize something in advance

因此，一位母亲提前为要过生日的女儿安排了一个派对，英文则为：

She has arranged a special birthday party for her daughter.

这个句子没有什么不妥之处。
