从作者的文笔看，这显然是英语为母语的人的作品，作者不致于会犯误将副词当作形容词用这样的低级错误。我认为作者故意将always杜撰成形容词，用作time的定语，表示在人的心中某一个地方，温暖是永恒的（summer is an everlasting time/It is always summer there).

always 是个表示“频度”的副词，主要修饰动词，不可能作定语修饰名词。这里误用为形容词作定语，是错误的表达。

应改为：

in that place in your heart where summer is always a time.
