People say (that) he will come.或者：They say (that) he will come.

【例句】（摘自《刘毅英语语法宝典》p.386）

1. 主动：They say that he has lots of money.（人们说他很有钱。）

被动：It is said that he has lots of money.【以主动语态的that从句为主语再用

It代替】

He is said to have lots of money.【以主动语态that从句中的主语为主语】
