看到几个用法，应该都是泛指，但是有的有the，有的不需要冠词，是为什么？

the global population 全球人口：这是一个特定的概念“人口总数”。这个总数不“特指”行吗？还有第2种、第3种统计数字吗？
the UN 联合国：独一无二的机构，也能泛指？
make drink water accessible to the people 使人们能够获得饮用水：the people 指“特定的人群”
the Tibet Autonmus Region 西藏自治区：原本有the，是网友自己漏掉了。由多个普通名词构成的专有名词，需加the。
the BRICS 金砖五国：也是网友漏掉了冠词the，这是一个缩写“专有名词”，the 是不能漏掉的。跟 the UN，the US，the UK 一样，必须有the。
我对网友的这句话，实在不理解：
