2 数字、数量这种类型的词可以作为副词修饰介词吗

我认为参考书关于half a percentage point与 below the rate之间修饰关系的解释是正确的，即前者修饰后者，整个部分是个介词短语作状语修饰谓语动词is running。只不过将half a percentage point 称为副词值得商榷。
介词、连词、形容词和副词本身都可以被数词+度量名词修饰，表示其程度。例如：
He arrived 5 minutes before noon/5 earlier than you.
5 minutes修饰介词before和副词比较级earlier。
He is 3 cm taller than you.
3 cm修饰形容词比较级taller。
He is 3 metres behind you.
3 metres修饰介词behind。
He left half an hour before you arrived.
half an hour修饰连词before。
以上例句中的数词加度量名词是个名词词组，并不是副词。传统语法认为修饰介词、连词、形容词和副词的都叫状语，因此这个名词词组起了状语的作用。但其本身并非副词词组。现代语法将这个名词词组称为介词、连词、形容词或副词的修饰语。中心词仍然是介词、连词、形容词或副词（现代语法观点）。
