感觉一般是用 It is time that...，但可以用 It is time when...吗？
比如：
It’s time you _____ threw those shoes in the bin. 你该把缔些鞋子扔进垃圾箱了。
不用填空是对，填 that 也是对的，但填 when 对吗？为什么？

It is time (that) sb did sth是一种固定句型，虽然语法上这个that从句是限制性定语从句修饰time，因而that是个关系副词，但却不能用when替换。这个that从句要用虚拟语气，表示到了做某事的时候了，但实际某事还没有作，因此从句用虚拟语气形式表示和现在事实相反（谓语用过去形式的虚拟语气）或用推定式should表示未必是事实。
when引导定语从句修饰time用于陈述语气，描述事实或将来可能发生的事件。例如：
Tomorrow is the time when you will get married. 明天是你结婚的日子。
It is time you got married/should marry someone. 你该成家了。

“it is time+不定式”与“it is (high) time + that 从句”的区别：前者意思是“适当的时候到了”；后者（that常省去）意思是“早该做某事了”。that从句中谓语动词通常用虚拟过去式或+should + 动词原形。例如：It's time to start. 是出发的时候了。/ His talk was over; it was time for him to be off. 他讲完了，该走了。/ I think it's time you went to bed. 我想你早该上床休息了。/ It is high time (that) we should start. 我们早该出发了。
