deliver是比较正规的说法。但give和make也可以和address搭配。以下为词典和COCA语料库例句。

deliver、give和read用得比较多，但用make应该也是可以的。
很难在手头的词典中找到例句，但在网上找到了（供参考）：
He made a valedictory address after two years as chairman.在担任主席职务两年后他发表了告别演说。（iCIBA来自辞典例句）
He was heroized by his family after he made a television address.他在电视上做过一次演说之后，全家人都把他看做是一位伟人了。《21世纪大英汉词典》
