不能选择could.could只能表达“过去的能力”；而was/ were able to既表达“过去能力”，同时又表达“这种能力的成功付诸实施”。

本题的意思是“我有能力说服他”并且“我确实说服了他”。

was/were able to do有managed to do/succeeded in doing的意思。例如：The boat overturned and he fell into the lake, but he was able to swim to the bank.问题句中的at first和later强烈暗示“I”最终成功说服“he”，只有was able to可以表示这层意思。
