不完全是一回事。

1. 习语 = 成语 = idiom ，这跟汉语的成语是一个意思。是人类语言长期以来约定俗成的、不完全等同于字面意的一种表达（带有引申义和比喻义）：An idiom is a group of words which have a different meaning when used together from the one they would have if you took the meaning of each word separately.

2. 固定搭配：是指某个词组形成固定的搭配格式，但不是“习语，成语”。英文是：

a set phrase 

a set structure

a fixed collocation

a fixed expression
