不是错综时间的错综时间虚拟语气——怪!

下面两个虚拟语气的句子时态用得对吗?
If he was in New York, he could have met my sister. 如果他在纽约,他就能见到我妹妹了。
If they were in the army, they would have been fighting in the jungle most of the time.  如果他们在服兵役,他们大部分时间一定是一直在丛林里作战。
怎么主句用的是could have met, would have been fighting,而从句却用了was, were?这也不是错综时间的虚拟语气吧?请问这两句虚拟语气的时态用得对吗?谢谢解答!

另外,以你提供的句子为例:If he were free today, we would have sent him to Beijing. 如果他今天有空的话,我们会已经派他去北京了。——主句指过去(假想的已经发生),从句指现在(或目前)。其中——“主句指过去”应为“主句指完成”(假想的已经发生)

但这样就有个问题了,比如下面这道高考题就不好理解了:

If Mr. Dewey ________ present, he would have offered any possible assistance to the people there. (2014湖南卷)

A. were B. had been C. should be D. was

本题参考答案是B。那为什么不能选 A D 呢?我都搞糊涂了!谢谢老师讲解!
