在通常情况下，单独使用的 all 不用来表示“所有人”的意思，遇此情况宜用 everyone, everybody 代之，你的句子即使不算错，至少在现代英语中已很少见，所以最好改为：
When he came in, everyone stopped talking.
但若 all 后面接有名词，或用于 all of…/ all who 等结构，则可以表示“所有人（所有……人）”。如：
All people have the right to liberty. 所有人都享有自由的权利。
All children should be taught to swim. 每个孩子都要学会游泳。
All men should be treated with justice. 人人应受到公平待遇。
All of the students understood. 所有的学生都明白了。

all可以是限定词，也可以是代词。问题句中的all用作代词。代词all单独使用通常不表示所有人,而是指一切。除非句子中已经提到all所替代的人群，或者用作同位语。如：
All is quiet. 一片寂静。
I invited some of the teachers but not all.
They all like him.
They are all sleeping.
I like them all.
如果要表示房间里的人，需要用限定词all或代词all接限制性后置修饰语。例如：
When he came in, all of them stopped talking.
When he came in, all of the students stopped talking.
When he came in, all the students stopped talking.
或者如陈老师所说，改用everyone/everybody.
When he came in, everyone stopped talking.

《牛津英语用法指南》第三版38.1节指出：“不和名词连用的 all 通常不能用来表示everybody 的意思。试比较：All the people stood up. 大家都站了起来。Everybody / Everyone stood up. 每一个人都站了起来。（不能说：All stood up.）”
所以，When he came in, all stopped talking.是错误的。正确的句子应该是：
1. When he came in, all the people stopped talking.
他进来后，大家都停止了谈话。
2. When he came in, everybody stopped talking.
他进来后，每个人都停止了谈话。
3. When he came in, everyone stopped talking.
他进来后，每个人都停止了谈话。
没错。句子意思是：“他进来后，大家都停止了谈话。”
【说明】come 是终止性动词，一旦发生不再延续。when 与其连用，不表示“正在”，应为理解为“之后”。说明“进来”的动作刚刚发生后，大家都停止了谈话。
