商务印书馆2014年9月第1版《英语词语用法详解词典》指出：“在现代英语中， where 可以与 from, to, at 等介词连用。” 所以 “Could you tell me where the library is at？”这句话是对的。当然，更常用的应该是：Could you tell me where the library is ？

末尾的at是多余的。去掉就对了。

Can you tell me where the library is?

查了一下词典。上句中用at是非常不正式的用法。考试应该避免。但在阅读中可能会遇到。属于非正式语体。因此不能算错。
