尽管我们通常见到的是when to do sth，较少见到when not to do sth，但这并意味着不能这样用。如果语义需要，when not to do sth 是完全可以说的。如：

He had developed afeeling for when not to disturb her. 他已经意识到什么时候不去打扰她。（《牛津英语搭配词典》）

除when not to do sth外，英语可以说who not to do / what not to do等。如：

He didn’t tell me who to invite and who not toinvite. 他没有告诉我该邀请谁不该邀请谁。

The boy is clever enough to know what to say and whatnot to say. 这孩子很聪明，知道什么该说什么不该说。
