关于It could be that that is not a bad first approximation, maybe more than that. 我认为这就是一个表语从句，不是什么强调句，更不是定语从句。It could be that =It seems that 表示不完全肯定的推测，所以作者后面用了maybe more than that.

    另外，前句中的FL, 你理解为外语，我觉得更可能是functional language. 感觉这是一篇和语言学有关的文章。我不是搞这个专业的，理解不对的，请更多熟悉语言学的老师补充更正。
