is going to表示打算做某事或有征兆发生某事，其实注意到is going to是一个进行的形式，可以理解为这个动作现在正在“酝酿”（这只是一个理解不要当规则记），例如：

1. I am going to sell my old house.

2. I am going to go to court to get my right.

3. It’s going to rain soon.

4. The boy is going to fall off the parallel bars(双杠).

第一道题需要有具体语境才能回答，第二道题用be going to，不用will。

be going to可以表示根据现有的迹象预测将来---表示将来的某个行为或事件即将发生或正在开始发生。例如：Look at the sky . It's going to rain .看天上。要下雨了。（《牛津英语用法指南》第三版213节）所以，第2题应填 is going to,不能填be going to，因为 it 是宾语从句的主语。
