关于这个问题，语法学家们的观点似乎并不统一：
▲根据传统语法，“one and a half+复数名词”与“a+单数名词+and a half”结构用作主语时，其后的谓语动词一律用单数（国内大多数语法均持此观点）。比如：
《英语常用词用法词典》（北京大学西语系编）认为：“A+名词单数+and a half”和“one and a half+名词复数”后面的动词都用单数。如：A month and a half / One and a half months has passed. 已经过去一个半月了。
《英语惯用法词典》（葛传椝编著）认为：one and a half后面习惯接属于复数形式的名词和属于单数形式的动词。例如：One and a half apples is left on the table.
▲但现代英语认为：当“one and a half+复数名词”与“a+单数名词+and a half”结构用作主语时，原则上根据其中名词的单复数来决定动词的单复数。如：
One and a half months have passed. = A month and a half has passed. 已经过去了一个半月。
《英语语法大全》（夸克等编著）认为（见该书第10.41节，下面的英语摘自原版书，翻译是另补的）：
Similarly one and plus a fraction or percentage has plural concord, since the notion of plural applies not to at least two but to more than one（one and 加一个分数或百分数同样要用复数来表达一致，这是因为复数的概念不是表示至少两个，而是表示一个以上）：
One and a half years have passed since we last met. 自从我们上次见面以来，已经过去一年半了。
The selection of the plural is reinforced also by the principle of proximity. But note（接近原则使得用复数动词更有道理。但是请注意）：
A year and a half has passed. 一年半过去了。
The conjoint phrase is treated like ‘a period of a year and a half’, though the singular verb may be reinforced by the immediately preceding a hall（此例中的连合短语是当作 a period of a year and a half 来处理的，不过这里使用单数动词可能还因为它紧跟在 half之后）。
▲但即使在现代英语中，也有比较“中庸”的观点，如第 6 版《牛津高阶英汉双解词典》在half词条给出了以下一组例句：
One and a half hours is [are] allowed for the exam. 考试时间只限于一个半小时。
An hour and a half is allowed for the exam. 考试时间只限于一个半小时。
即第6版《牛津高阶英汉双解词典》认为One and a half hours作主语时，谓语可用单数也可用复数（综合了所谓的传统语法与现代英语语法的两种观点），但An hour and a half作主语时，其后的谓语动词只能用单数。
▲但非常有趣，《牛津高阶英汉双解词典》对这个问题似乎有点“拿不定主意”，因为我们在第 7 版的《牛津高阶英汉双解词典》的 half 词条将上面的一组例句作了修订：
One and a half hours are allowed for the exam. 考试时间只限于一个半小时。
An hour and a half is allowed for the exam. 考试时间只限于一个半小时。
与第 6 版不同的是，第 7 版的《牛津高阶英汉双解词典》认为One and a half hours作主语时，谓语要用复数，而 An hour and a half 作主语才用单数，完全站在了夸克《英语语法大全》一边，与所谓的传统语法“划清了界线”。
