one out of ten等作主语谓语动词用单数还是复数
one out of ten, one out of five, one in ten, one in every twenty, one in a hundred等这类东西作主语时，谓语动词是与one保持一致用单数？还是跟后面一个较大的数字保持一致用复数？比如：
One in ten children in the village ______ no chance to go to school.
A. have B. has

对于表示比率的one out of ten, one out of five, one in ten, one in every twenty, one in a hundred 等，如果是用作主语，从理论上说，谓语应用单数，因为句子的实际主语是one，但实际上也可以用复数（因为从意义来考虑，若10个当中有1个，就意味着100个当中有10个）。如：
▲用单数的例句：
One man in five was unemployed. 每五人中有一人失业。（《柯林斯英语语法系列——介词》）
One family in ten owns a dishwasher. 每十个家庭就有一家拥有洗碗机。（夸克氏《英语语法大全》）
▲用复数的例句：
