二处的破折号都是引出同位语。to not take是不定式的一种否定形式，大约等于not to take. 由于后面还有并列的不定式，而不定式都是ability的定语，所以第一个不定式的否定形式就用了ability to not do. 否则后面的不定式都成了否定不定式了。

这就是所谓的名词化的动名词verbal noun，doing形式用如名词，可以被限定词限定，可以被形容词修饰，不能后接宾语，而是用of介词短语作定语表示动宾关系。如果用普通的动名词gerund表示相同意义的话，就是redefining doctors' roles.
