“have to” is used to say that something is very likely. (“have to”可以用来表示“很可能”、“肯定”的意思。)
It has to be close to noon. 肯定快到中午了。(《韦氏高阶英汉双解词典》p.972)
There has to be some mistake. 肯定是出了差错。(同上)
She has to be the most beautiful woman I’ve ever seen. [= I think she is the most beautiful woman I’ve ever seen.] 她肯定是我见过的最美丽的女人。(同上)
He has to have a lot of money to live the way he does. 他肯定有很多钱才能过那样的生活。(同上)
The bus has to be coming soon. 公共汽车肯定快要来了。(同上)
He has to be kidding you. 他一定是在取笑你。(《英汉多功能词典》新编升级版p.768)
Getting married next week ? You have to be joking. 下周结婚?你肯定是在开玩笑。(《牛津英语用法指南》第四版69.1节)
There’s the doorbell. It has to be George. 门铃响了。一定是乔治。(同上)

如果表示对过去情况的推测,用 had to have done 结构。如:
If Bley was aboard, he had to have heard me. 如果布雷在船上,他一定会听到我的喊声。(赵振才《英语常见问题解答大词典》增订版第五版p.601)
【注】have to 的这种用法也可以用 have got to 来表示。如:
